Our Commitment to Service


The Tulare County Office of Education is organized into four primary divisions: Business Services, Human Resources, Instructional Services and Special Services.

Business Services Division The Business Services Division oversees the fiscal, operational and legal systems of the County Office of Education and county school districts including budget development and monitoring; accounts receivable and payable; purchasing; information systems; maintenance and operations; and building acquisition, use and maintenance.

The purpose of the Human Resources Department is to plan, coordinate and manage certificated and classified personnel functions for the Tulare County Office of Education. Human Resources is also responsible for registering and monitoring credentials for every certificated person in the county.

Instructional Services Division Instructional Services is comprised of 11 service units ranging from Child Care to the Theatre Company. Each service unit provides a unique array of services, all collectively designed to determine the needs of Tulare County schools and to deliver services in the most effective manner possible.

Special Services provides special education services to approximately 8,000 students from birth to 21 years old in all 43 school districts in the county. Regardless of the disability, students can obtain a variety of educational services through the Special Services Division. Some of the services include resource specialists working with students in classroom settings, vocational education, services for the deaf and hard of hearing, and special day classes serving students who sometimes require total care.

The Court and Community School program serves students who are either incarcerated or on probation and expelled from their regular high school district. Students are provided a full instructional day with an opportunity to gain credits toward graduation upon their transfer back to their home school district.
