and Porterville area

L.B. Hill Learning Center The L.B. Hill Learning Center and Porterville area Severely Handicapped program serves the needs of students from 3 to 22 years of age with disabilities described as moderate to severe. All of our students are referred to our program by their local school district. Our program and staff have specialized training and supports to promote continuous growth at a pace and level based on the individual needs of the student. Classes are much smaller in numbers to meet the individual needs of the students. Our curriculum addresses all academic areas and includes skills to promote independence for the students. One of our primary goals is communication. This supports social and academic progress. To meet this need requires teamwork on the part of parents, care providers, teachers, staff and specialists.

Special Services Mission
The mission of the Tulare County Office of Education is to provide quality service and support to the students and school districts of Tulare County. This is achieved by promoting life-long learning opportunities that will help individuals lead healthy and productive lives. The focus of the Special Services division is to ensure quality services, support and challenging instructional programs to students with special needs and students-at-risk. We are dedicated to work in a collaborative manner with students, parents, school districts, public agencies and communities to prepare students to meet the challenges of the 21st Century.


Porterville Area Program Mission
The Porterville Area Special Education Program of the Tulare County Office of Education exists to work alongside parents, care providers, public and private agencies to meet the educational and unique needs of students with severe disabilities ages 3 to 22 years in a supportive and safe environment. The instructional program focuses on building functional skills, including communication, academic, self-help, social and vocational skills, for all students through the application of evidenced-based practices.
