Local Control and Accountability Plans (LCAPs)
Local Control Funding Formula and Local Control and Accountability
The California 2013-14 Budget Act and related legislation made significant changes to our public school funding system. The legislation introduced the new Local Control Funding Formula (LCFF) which simplifies the funding process and strengthens local accountability. Through the LCFF, local educational agencies (LEAs) receive funds based on local student demographics. The Legislative Analyst's Office Overview of LCFF includes an explanation of the new school funding system.
An important component of the LCFF is the Local Control and Accountability Plan (LCAP). LEAs will use the State-approved LCAP template to develop a plan that includes annual goals and actions that will be implemented to meet eight State priorities, and describe the related annual budget. The LCFF requires County Offices of Education to approve the LCAPs and budgets for districts within their county.
Senate Bill (SB) 98 established that the LCAP and an annual update to the LCAP are not required for the 2020–21 school year and that the California Department of Education (CDE) shall not publish the California School Dashboard in December 2020 based on performance data on the state and local indicators. SB98 supersedes the requirement to develop and adopt an LCAP by December 15, 2020, which was established by Executive Order N-56-20 published in April 2020.
SB98 also separates the development and adoption of the Budget Overview for Parents from the development and adoption of the LCAP for the 2020–21 school year. The legislation also requires that the Budget Overview for Parents be developed and adopted by December 15, 2020. SB98 establishes California EC Section 43509 and the Learning Continuity and Attendance Plan (Learning Continuity Plan, LCP) requirements for the 2020–21 school year, including the requirement to post the plans to the district and county office websites.

The following LCPs have been adopted by the local governing boards and submitted to TCOE, including the Tulare County Office of Education’s LCP.
The Every Student Succeeds Act (ESSA) requires state educational agencies to determine school eligibility for comprehensive support and improvement (CSI). Local Educational Agencies (LEAs) with schools that meet the criteria for CSI must partner with stakeholders to locally develop and implement a plan to improve student outcomes. The County Office of Education (COE) also plays a role in providing technical assistance and support to LEAs within its county that serve schools that meet the criteria for CSI. LEA plans for CSI support are included in the LCAP. In 2020, districts did not complete an LCAP due to COVID-19, so the CSI plans were done in CSI Prompts.
