Local Child Care and Development Planning Council
Each county in California has a Local Child Care and Development Planning Council. Tulare County's Council has a maximum of 25 members from five different categories. The members are jointly appointed by the Tulare County Superintendent of Schools and the Tulare County Board of Supervisors, and the membership categories consist of parents, child care providers, public agency representatives, community representatives, and discretionary representatives.

The Council on Child & Youth Development conducts a needs assessment every five years and determines the priorities for child care services based on the needs assessment and current data for children ages birth through age 12.

Council Meetings
The Tulare County Council on Child & Youth Development is governed by the Brown Act and therefore, the meetings are open to the public for anyone to attend. Please see below for the upcoming council meetings. The meetings take place in person, on Thursdays from 3:00 p.m. - 4:30 p.m. at Tulare County Office of Education Early Childhood Education Program, located at 7000 Doe Ave., Visalia CA 93291.

Executive Committee
The Council's Executive Committee is composed of an elected chair, vice chair, and secretary, as well as the past chair, and chair-appointed representatives from the Board of Supervisors and a chair-appointed representative from the Superintendent of Schools. The Executive Committee meets quarterly. Some of the Committee's responsibilities include, but are not limited to: review documents for each Council meeting; review Council membership applications; and provide oversight of fiscal matters of the Council.

Council Events Subcommittee
The Events Committee is a subcommittee of the Council that meets regularly to plan the two annual advocacy events. For over a decade, the Council has hosted the Annual Legislative Event in the Fall and the Annual Collaborative Event in the Spring. The intent for both events is to highlight the importance of Early Care and Education Programs in Tulare County as well as educate community members on the long-term developmental benefits for all children that attend high-quality Early Care and Education programs prior to entering transitional kindergarten or kindergarten.

Community Resource Subcommittee
The Community Resource Committee, a subcommittee of the Council, convenes regularly to discuss the needs of families in Tulare County and identify local resources to support children and families effectively. The committee engages with partnering agencies to enhance community support and address local needs. In addition, the committee will seek collaborative efforts to support children and families in Tulare County.
