Clear Administrative Services Credential (CASC) Program

Purpose

To provide a high‑quality, job‑embedded induction pathway that prepares administrator candidates to effectively serve the diverse needs of California’s students and school districts through standards‑aligned leadership development and coaching.

Vision

To develop reflective, standards‑based educational leaders who create inclusive, supportive learning environments where every student’s voice is valued, talents are nurtured, and full potential is realized.

Clear Administrative Services Credential (CASC) Program Overview

The CASC Program engages administrator candidates in job-embedded fieldwork that provides them with authentic experiences to build upon their present leadership capacity. While working alongside their personal coach, candidates reflect on their alignment with the California Professional Standards for Education Leaders (CPSELs), set goals to develop their knowledge and ability to serve in a leadership role, and apply best practices in the real-world context of a school site or district administrator assignment. Upon successful completion of the two-year CASC Program, candidates will be recommended for a clear administrative services credential.

Clear candidates participate in a two-year online program in which they develop an Individualized Induction Plan (IIP).  The IIP facilitates a personalized learning experience in which candidates design learning goals that are aligned to the six CPSELs. Goals are achieved through the integration of context and job-embedded learning.

To be eligible for TCOE's CASC Program, candidates must possess a preliminary administrative services credential and be employed as an administrator. Candidates must enroll in a Clear Administrative Services Credential Program within one year of starting an initial administrative position.

Tuition: $6,000 or $8,000 (coach stipend included)
Payment options are available.
