Joe Enea
President

Joe
Enea is a resident of Visalia. He is retired after a career in law enforcement at the federal, state and local levels. He holds a Bachelor of Arts in Political Science and a Masters in Public Administration. He is an adjunct instructor at College
of the Sequoias and at West Hills College. Mr. Enea has served as foreman of the Tulare County Grand Jury. He volunteers with the Celebrant Singers, an international Christian music ministry.
Trustee Area No. 5 includes all the area embraced in the following school districts: Buena Vista, Oak Valley Union, Palo Verde Union, Pleasant View, Rockford, Saucelito, Tipton, Waukena Joint Union; the southwest portion of Visalia Unified, the northern portion of Pixley Union.
Term expires December 2024.

Debby Holguin
Vice President
Trustee Area 2
Debby Holguin is a resident
of Woodlake. She is a retired Certified Coding Specialist, having worked at several area hospitals. She is married and has two adult children. Mrs. Holguin has previously served on the Woodlake Union High School Board and on several of her husband's and
childrens' clubs, including POWA, PTA, School Site Committee, swim teams, Little League, YMCA judo, 4-H, and City of Woodlake Planning Commission. Mrs. Holguin is currently a volunteer for the Exeter Union High School girls vollyball team. In her spare time,
she loves to sew and crochet.
Trustee Area No. 2 includes all the area embraced in the following school districts: Cutler-Orosi Joint Unified, Farmersville Unified, Lindsay Unified, Monson-Sultana Joint Union, Outside Creek, Stone Corral, Strathmore Union, Three Rivers Union, Woodlake Unified; portions of Exeter Unified, Visalia Unified.
Term expires December 2024.

Judy Coble
Trustee Area 4
Mrs. Coble is retired
from the Tulare Joint Union High School District, where she served as the director of state and federal programs. At the district, her experience included coordinating all categorical projects, serving as administrator for the agricultural department,
directing all alternative education placements, and heading the expulsion committee. Mrs. Coble also served as a member of the Tulare Pro Youth Board and the Tulare Volunteer Bureau. She and her family have lived in the Sundale Union School District
for over 40 years. Her daughter, Jenna, attended Sundale and is now an ag teacher at Farmersville High School. Her granddaughters currently attend Sundale Union. Mrs. Coble and her husband, Vergil, enjoy traveling to the central coast and spending
time with their granddaughters.
Trustee Area No. 4 includes all the area embraced in the following school districts: Allensworth, Alpaugh Unified, Burton, Columbine, Ducor Union, Earlimart, Hope, Richgrove, Sundale Union, Sunnyside Union,
and Terra Bella Union; the southern portion of Pixley Union, the western portion of Porterville Unified.

Tom Link
Trustee Area 3
Mr. Link was born and raised in Visalia. He attended Visalia schools and College of Sequoias, and graduated from Fresno State with a Bachelor's of Science in Marketing. He served six years in the Air National Guard. He is retired from his family
business, Link's Men's & Women's Wear. Mr. Link's wife is a retired Visalia elementary school teacher of 35 years. His two daughters both teach for Visalia Unified School District. Mr. Link has served on the Advisory Board for the Superintendent
of Visalia Unified, is a past board member for the College of Sequoia's Foundation, and a past recipient of the Phi Delta Kappa "Friends of Education" Man of the Year. He is also past chairman of the Visalia Parks and Recreation Commission and past
chairman of the California State Parks and Recreation Board of Trustees.
Trustee Area No. 3 includes all the area embraced in the following school district: Liberty; a portion of Visalia Unified.

Celia Maldonado-Arroyo
Trustee Area 1
Ms. Maldonado-Arroyo is retired from the position as Associate Dean of the Extended Opportunity Programs and Services (EOPS) at College of the Sequoias. Prior to her work at COS, she held positions with Fresno City College and Fresno Unified School
District. Additionally, she has served as the State President of the Association of Mexican American Educators, and a board member of Radio Bilingue, the Tulare/Kings Hispanic Chamber of Commerce and United Way of Fresno.
Trustee Area No. 1
includes all the area embraced in the following school districts: Dinuba Unified, Kings River Union, Traver Joint; a portion of Visalia Unified; those portions of Clay Joint, Kings Canyon Joint Unified and Kingsburg Joint Union lying within Tulare County.
Term expires December 2026.

Chris Reed
Trustee Area 6
Chris Reed is a longtime
resident of Porterville. She has served TCOE for more than 30 years, including as a county board member, as the board liaison for the federal Head Start program (operated by the Early Childhood Education Program) and as a board member for the Eleanor
Roosevelt Community Learning Center, which serves families with home-schooled children. She also volunteers at Sierra Vista Hospital as a Pink Lady.
Trustee Area No. 6 includes all the area embraced in the following school districts: Alta Vista, Citrus South Tule, Hot Springs, Sequoia Union, Springville Union, Strathmore Union; a majority of Exeter Unified, a majority of Porterville Unified; that portion of Linns Valley-Poso Flat Union lying within Tulare County.

Tony Rodriguez
Trustee Area 7
Tony Rodriguez grew up in the Woodville area, attending Woodville Union School and
graduating from Monache High School in Porterville. He received his bachelor's degree
in mathematics and teaching credential from the University of California, Santa Cruz,
and received his master’s degree in educational administration from the University of
San Francisco.
Mr. Rodriguez began his teaching career in San Jose, moving to Watsonville where he
taught until 1990. He and his wife decided to move back to the Central Valley so that
he could teach at Tulare Union High School. In 1997, Rodriguez became the school’s
vice principal and then the district’s assistant superintendent of curriculum. Mr.
Rodriguez was selected as superintendent for the Tulare Joint Union High School
District in 2017, retiring in 2021. Rodriguez’s wife is also a teacher.
Trustee Area No. 7 includes all the area embraced in the following school districts: Tulare City, Woodville Union.
