Universal Transitional Kindergarten (UTK)

Welcome to the Tulare County Transitional Kindergarten homepage. As the county office of education, we look forward to providing resources and guidance to school districts and families looking for additional information to meet your early learning needs.

Transitional Kindergarten (TK) is the first of a two-year kindergarten program that is developmentally appropriate and aligned to Preschool Learning Foundations. TK serves as a bridge between preschool and traditional kindergarten, utilizing a modified kindergarten curriculum that is age and developmentally appropriate, taught by a credentialed teacher, per Ed Code 48000(2)(d).

In 2021, legislation was passed that requires any local educational agency (LEA) operating a kindergarten to also provide a TK program by 2025-26 for all four-year-old children. The legislation also protects the size of TK classroom — limited them to 12 students per adult with no more than 24 pupils in one classroom.

Universal TK (UTK) means that by 2025-26, regardless of background, race, zip code, immigration status, or income level, every child will have access to TK as a quality experience the year before kindergarten.
