Marvin Lopez, Executive Director

Marvin Lopez, MBA/MSM, serves as the executive director for the California Center on Teaching Careers, housed within Tulare County Office of Education. Marvin is an appointed California Teacher Corps board member, the statewide affiliate for the National Association for Alternative Certification (NAAC). He has 20 years of extensive experience in serving as the national lead for educational stakeholders through state and federal projects. Marvin possesses knowledge in business administration, background in human resources, and expertise in teacher recruitment, preparation, and retention.

Brooke Berrios, Residency Program Coordinator 

Brooke Berrios serves as the Residency Program Coordinator for the California Center on Teaching Careers, housed within the Tulare County Office of Education. She brings over 20 years of educational experience and expertise from teaching, training, consulting, and program coordination across P-16 public, private, and non-profit educational entities. Her diverse professional journey has culminated in her current mission: developing and executing inclusive programs that enhance the diversification of California's teaching pipeline. Driven by a deep passion for the transformative power of education, she is dedicated to reshaping systems and ensuring equitable access for all students in California.

Adriana Cervantes-González, Ed.D., Program Manager I – Residency Programs

Dr. Adriana Cervantes-González, serves as Program Manager I - Residency Programs for the California Center on Teaching Careers, which is housed within Tulare County Office of Education. She brings more than 23 years of experience in both K-12 and higher education settings and has also served at the state level on the workgroup for the California Standards for the Teaching Profession (CSTPs). Her expertise comes from having served in various roles in her career as an educator, including as a high school counselor and school site administrator in a large urban district. At that district, she led the development of schoolwide needs assessments and training of the English Learner Advisory Council and was the faculty lead for several university partnership initiatives. Furthermore, as a community member, she serves on the board of directors of the Central California Food Bank, a non-profit organization that fights hunger by gathering and distributing food, engaging in partnerships that advance self-sufficiency, and by providing community leadership on issues related to hunger.

Leslie Kelly, Program Manager - I

Leslie Kelly is the Program Manager for the California Center on Teaching Careers (The Center), housed within the Tulare County Office of Education. Leslie brings with her over 24 years of experience and expertise. Leslie was formally the Content Coordinator overseeing the Teachers of Color Pipeline in Fresno County Superintendent of Schools. Currently an Adjunct Professor at Fresno Pacific University for almost eight years teaching various courses in the School Counseling and PPS Program, Leslie, continues to highlight the importance of representation in each of these roles. Leslie has a gift in building strong relationships with educational partners, to further the work of equity in education. She continues to find ways to support all students using an equity lens having experience in both K-12 and higher education. She has a master’s degree in educational leadership and administration and a master’s in counseling along with a Pupil Personnel Services Credential. Her passion for learning is evident as she continues to reimagine ways to transform education and ensure equitable access is attainable for all students in California.

Axel Kondoh, Accounts Manager

Axel Kondoh is the Accounts Manager for the California Center on Teaching Careers,  housed within Tulare County Office of Education. He brings over 13 years of experience and expertise to his new role for the Center. Axel's CASBO Chief Business Official (CBO) certification, Master of Science degree in information management from Arizona State University, and Bachelor of Science degree in business administration from the University of California Berkeley (Haas Business School) are a testament to his unwavering commitment and dedication to professional growth.

Axel, formerly the Internal Auditor at Visalia Unified School District, brings a wealth of experience in school business. His expertise spans business services, accounting, budget development, and audit. Axel is deeply committed to using his skills and knowledge to drive financial sustainability and foster program growth. His ultimate goal is to enhance the recruitment, retention, quality, and diversity of educators and services provided to the students and school districts served by the California Center on Teaching Careers at Tulare County. This goal inspires and motivates him every day.”

Chai Phannaphob, Ed.D., Program Manager I – Residency Programs

Dr. Chai Phannaphob (Pawn-na-pope) serves as Program Manager I - Residency Programs for the California Center on Teaching Careers, which is housed within the Tulare County Office of Education. Her educational career encompasses over 20 years as a high school Latin teacher, community college education program coordinator, adjunct lecturer in Education, Anthropology, Communication, Modern & Classical Languages and Literatures departments and as an education & professional consultant in K-12 and higher education settings. She continues to support, mentor, advocate and encourage all future educators in the Central Valley and beyond.

Ashley Eastman, Program Recruitment Lead

Ashley Eastman, serves as a program recruitment lead for the California Center on Teaching Careers, housed within Tulare County Office of Education. Ashley is completing a Bachelor of Science degree in Finance from University of Maryland, Global Campus. She possesses organizational skills to maintain the program within the state guidelines, knowledge for communicating with various stakeholders, and experience in maintaining clear communication with teacher candidates and school districts.
